The cost for converting a freighter to a
variant will be the difference in EPV.  A freighter variant may be
converted back to a standard freighter, regaining half the difference
in EPV (round down).  All conversions take one impulse, and may be
performed at any Populated world (or better), any FRD, or any
permanent base.  Only standard freighters may be converted into
variants.

I think we're just going to have to keep large and small freighters
separate for accounting purposes unless I can come up with a plan that works.

Major variants (Large Operational Auxilliary, Aux CA, etc.) will have
their own rules for conversion.
