One more thing: free bases from the GM (starting this turn) come with Crew, 
but not Marines.

Bases (ground or space) given by me always come with Magical Disappearing 
Freighters* unless I say otherwise.  These freighters are there to allow you 
to deploy the base, and vanish once their mission is complete.

Every major world now has a free Commercial Platform in low orbit.  This
platform is civilian-operated, but may be used to store excess pods of any type
instead of leaving them floating around the planet.
