"Civilian" race will be added to the script, and will represent
individual citizens and minor corporations conducting their business.
They will, in general, have no scouting abilities.  Civilian ships
will appear as light-blue chevrons with white borders.  The Orion
chevrons will be lightened to match the civilian blue, and given
different borders for different cartels.  The Federation chevrons will
be darkened if necessary.

All restrictions on civillian traffic should be given to him (trade
routes, exclusion zones, etc.) so that your citizens may act within
your laws.  Civilian bases may appear anywhere you don't tell them not
to, although they are unlikely to be built near your military bases.

For most governments, this also means that the locations of all of
your permanent bases and major planets within your declared borders
should be made known to him.  This is civilian information, and
Proven's proven (heh) to me that he can keep from metagaming.
Besides, bases are major commerce centers, and trade routes simply
would not exist without them.  Mobile bases and smaller need not be
exposed, unless you wish to do so.
